Lucifer has been working with Crane for some time. As far as authority, the foundation of my offer is to provide you the real estate and supplies to support RISE. So you could consider the grounds given to RISE under your full control. Though it would only be one part of the overage Station. However I am not against discussing the possibility of your's or RISE's influence on the facility.
