Another vampire turned several natives into vampires- his name is Tobias Matthews, and I intend to bind him, so he can't feed on or harm natives any more.
When I suggested the best course of action would be to put similar bindings on his progeny, she did not react well.
What's her reasoning? Is she trying to say it's not innate to a creature like that to do harm? The laws here are pretty explicit against punishing people for crimes they haven't yet committed. [Infuriatingly.]
Apparently. [Sabriel's skepticism is pretty clear.] I assume she's feeding them herself, since the government isn't providing them with blood. And she thought it was acceptable for the dead to harm the living.
There's also the possibility that even if they're harmless on their own- which I doubt- an imPort with powers similar to mine could make use of them- I don't think there are any around at the moment, but that could change.

If he's already attacked, bind him.

"Acceptable for the dead to harm the living"? What the hell justification did she have?
Is there any evidence that she's engaged in criminal behavior?
Voice
Not to my knowledge.

Keep an eye on her. If she's involved in wrongdoing, we'll act.
