Apparently. [Sabriel's skepticism is pretty clear.] I assume she's feeding them herself, since the government isn't providing them with blood. And she thought it was acceptable for the dead to harm the living.
There's also the possibility that even if they're harmless on their own- which I doubt- an imPort with powers similar to mine could make use of them- I don't think there are any around at the moment, but that could change.
