Indeed. As you're no doubt aware, I just finished the Helix Station in Maurtia Falls. My hope is to offer it to the community as a hub for their import related services.
Having RISE garrison there would serve us both: You'd be supplied with a fortified base and all the faculties you'd need, and having the security of your presence would put some minds at ease.
I think my idea of a 'fortified base' would look quite different from yours. [Says the woman who was in charge of a fort that was literally one single massive wall.]
What authority would I have over the faculties? After Taylor's Archangel debacle, I can't imagine Maurtia Falls is all too welcoming of imPorts.

As far as authority, the foundation of my offer is to provide you the real estate and supplies to support RISE. So you could consider the grounds given to RISE under your full control. Though it would only be one part of the overage Station. However I am not against discussing the possibility of your's or RISE's influence on the facility.
Back home, I commanded Fort Briggs at Amestris' northern border. Anything beyond a giant wall would be a step down from what I'm used to. But I'll make do.
