He's willing to cede control to RISE, under one condition- an independent investigation to address some of the complaints people have been lodging.

Yes- the entire thing. We'll need to make sure he doesn't go back on his word, but having control of Helix would be useful, wouldn't it? And if it's under the control of RISE as an organization, rather than a single person, we don't need to worry about a port-out putting it back into government hands.
