RISE 2.0 - Description and Sign-ups
What is RISE?
The Rogue ImPort Suppression Enforcement (RISE) is a government-sponsored team of imPorts that work with the military and local law enforcement to bring dangerous imPorts to justice. ImPort criminals are apprehended by joint forces of imPort volunteers and native law enforcement, tried in front of an imPort tribunal, and sentenced to an appropriate probation period. RISE also responds to non-imPort threats such as Soviet aggression and terrorist attacks, and conducts community outreach to both imPorts and natives to ensure a healthy and trusting relationship.
Where is RISE based?
RISE is based in the Helix Station, located in downtown Maurtia Falls. Constructed by the former Maurtia Falls Ambassador Revan
exsithstential, Helix is a kind of fortified community center for imPorts that is now run directly by RISE. It was originally heavily armed, but its weapons turrets and energy shields have since been removed at government insistence. However, Helix remains the center of RISE activities and an armoured refuge in times of crisis.
What jobs are available in RISE?
RISE's operation is threefold: Track down, defeat and arrest dangerous imPorts in the field, hold them legally accountable for their actions, and maintain a supportive relationship with the people it protects through community outreach. RISE personnel are generally divided between field agents to confront threats, legal experts who participate in the imPort tribunals, and experts in public relations and citizen engagement who ensure the team maintains a good image.
How does RISE operate?
RISE has a defined chain of command. The founder and leader remains Major General Olivier Armstrong

attainment is responsible for PR affairs. Legal and Public Relations experts will be consulted prior to any large-scale operations by RISE, excepting missions explicitly ordered by the government. RISE members are expected to have defined specializations and assigned areas of responsibility, and will be held accountable for any abuse of power by the team's leaders. Members who persistently prove problematic may be assigned attitude training, or even ejected from the organization.
Who can join?
Much to Olivier's great displeasure, the government insists that RISE membership is only open to Registered imPorts. Any character who Unregisters will be ejected from the organization. Moreover, RISE does not recruit imPorts who have been convicted of serious crimes, such as murder. Any RISE member who commits such a crime will likewise be ejected from the organization.
How can my character join?
Sign up here! Commenting on Olivier's post / IC Inbox and threading a recruitment scene out isn't necessary if you'd rather handwave it. Applicants will be asked to run an obstacle course and then face off with trained native combat instructors in a spar to test their combat abilities, powered or otherwise. (Don't hurt or kill the instructors, guys. That's bad form.)
While Olivier would greatly prefer that characters complete the obstacle course, if your character couldn't make it all the way, don't worry! You can still join, she'll just look down on you a bit ;)
Is there anything else to do?
Yes! Applicants will be required to pass a psychiatric evaluation. This will largely be handwaved unless you want to play this out with an imPort PC! lease include what issues might come up in the evaluation, in the signup sheet below.

Powers: J-Tech, Wings. (Details here. Note: For now, Drifting is off the table.
Other relevant skills or experience of note: Was part of the Ranger program assisting in the defense of major landmasses (Anchorage, Alaska and Hong Kong, China), designed/facilitated repair of mecha known as Jaeger, piloted Gipsy Danger along with her co-pilot. Kaiju kills: 4. Robotics, Engineering, martial artist. Combat trained.
Will they be applying to work as a field agent, justice agent, community outreach, or another role? Field, with possible community outreach duties because Mako works like a fiend.
How will they fare on the obstacle course and against the combat instructor? Mako was the top candidate in her class of Rangers, so I imagine top marks with the appropriate use of force necessary. Not too little, not too much.
What will come up during the psych eval (either threaded or handwaved)? Her anger issues stemming from her parents' deaths from the Onibaba attack when she was 10, fiercely loyal, calm, incredibly controlled, has the willpower to push through anything in her path. While she has anger issues, they are not directed against people but rather against Kaiju, so folks will be fine. She's a strong diplomat, able to handle volatile situations with incredible grace under pressure, which would make her a fantastic negotiator as well as an excellent undercover operator.

Ashuramaru: - Ashuramaru is the name of the demon that dwells inside Yuu's particular Cursed Gear weapon, a sword. Ashuramaru is a possession-type weapon of the Black Demon series, the most powerful series, the possession obviously referring to the way that Ashuramaru literally takes over Yuu's body when fighting. Using Ashuramaru grants him this and the ability to use 'Ashura-kannon', which can materialize multiple swords for him to use. Because of being trained by Guren, he is a natural when it comes to sword-fighting, if reckless at times.
There are particular drugs that the military provides which can increase the synchronization with their demon for a brief period of time, though usually taking two or more pills in a short period of time can be potentially fatal. It takes ten-fifteen seconds for the pills to take effect and afterwards, they are usually really exhausted as a result, not to mention often injured from the fight itself regardless of the increased power gained. Once the pill loses effect, it leaves them vulnerable as they then return to their usual human strength and abilities, which is no match against vampires. The supplements give them fifteen minutes until this happens, at which point their synchronicity with his demon goes from 150% for 15 minutes to zero. Obviously, in MoM Yuu would only have the small case of pills on him, and once he has taken all of these, he would be without them unless someone else in the game were able to make more.
Ashuramaru also grants Yuu the ability to heal/regenerate, up to a point. This healing ability depends on how seriously Yuu is injured and just how much control he allows Ashuramaru in the process.
Seraph of the End: Because Yuu has been experimented on in the past while at the Hyakuya orphanage, he's not strictly human. When he initially meets Ashuramaru, he tells Yuu he is about ninety percent human. These experiments mean that Yuichiro can become extremely powerful, and dangerous. When he takes a particular pill from Guren, this forces the transformation the first time, growing a wing and causing his left eye to bleed and turn dark, or, to for his eyes to turn black and gold, in the anime. He loses control and attempts to kill anyone nearby, including potentially his own friends and squad that he is supposed to be working with and protecting.
If he uses the trumpet/s in his consciousness where he usually communicates with Ashuramaru, he can increase this power and let loose as the 'King of Salt'. This essentially gives him the ability to literally turn living beings into salt. He can also create a spear with this transformation as well. Yuu does not recall events when he has been transformed, and it can take days for him to recover and awaken in the aftermath of making use of the experiments. (Around a week, or there-abouts)
In regards to restrictions around this, Yuu himself doesn't let this happen lightly, in unleashing the Seraph. He only does this when necessary, and the first time was not even intentional either, not aware of the real effects of the drug Guren had given him. Not only that, but it is possible to stop him by containing him (like Kimizuki did with his own Cursed Gear, Kiseki-O's coffin, which he used to contain Yuu and restore him back to being human again), or comforted and reminded of his humanity, as with Shinoa when she embraced him in Shinjuku that helped him revert back to being himself. But as I've said, it's unlikely Yuu would go so far to use this in the game unless something serious was going down or out of his control.
Other relevant skills or experience of note: He's a soldier, used to psychological frakkery. Has now learned to drive.
Will they be applying to work as a field agent, justice agent, community outreach, or another role? Probably a field agent, knowing him.
How will they fare on the obstacle course and against the combat instructor? Probably fairly well, especially considering he's in the military back home. He's rather reckless and headstrong though.
What will come up during the psych eval (either threaded or handwaved)? Fear of loss (friends, family) as a result of his past, guilt associated with this (survivor's guilt, basically), kind of a beserk button with 'livestock'. Has something of a martyr complex/can be almost suicidally reckless at times?

How will they fare on the obstacle course and against the combat instructor? Surprisingly good on both of them. The Doctor'll be much better at the obstacle course but he can hold his own in combat, especially if they're using swords.
What will come up during the psych eval (either threaded or handwaved)? see, here's the problem because oh my gosh will the poor psychiatrist be so annoyed by the Doctor. He'll spend the whole psych eval just trying to be a pain. Things that come up will include a strong dislike of authority as well as a strong anti-war streak (so huh, why's he joining RISE because of that, answer: he wants to keep an eye on everybody because /POINTS TO EYES, POINTS TO OLIVIER)
